Principal Function: The Hospitality Manager is responsible for overseeing the operations of event rooms, bar area and concession stand within the Jean Shepherd Community Center and the concession stands within the Dowling Athletic Complex to include: staffing and scheduling, ordering of supplies and materials, and all other operations-related tasks while ensuring a quality user experience for all customers within the Parks and Recreation Department, and within the City of Hammond, and all other duties as assigned. Evening and weekend hours are required.

Essential Duties and Responsibilities: Duties include, but are not limited to:

  1. Ensures that the bar area and concession stand(s) are clean, have working equipment, meet all ServSafe requirements, and are open and ready for business on a daily basis.
  2. Stocks the bar area and concession stand(s) and prepares all operations in order to be service ready.
  3. Orders supplies and materials for the bar area and concession stand(s) within the Jean Shepherd Community Center and Dowling Athletic Complex, as needed.
  4. Takes orders from customers and submits transactions in the point of sale (POS) system.
  5. Checks identification of customers to determine age and if they are old enough to purchase alcoholic beverages.
  6. Prepares and serves food and beverages to customers in a fast-paced environment, as needed.
  7. Assists the Dowling Athletic Complex Manager with preparing and securing the cash register drawer(s) for change, handles money by operating and balancing the cash register drawer(s), and prepares and makes the daily deposits.
  8. Assists the Dowling Athletic Complex Manager by coordinating with the Bookkeeper and Controller’s Office regarding credit card purchases and payments abiding by the City of Hammond and Indiana State Board of Accounts (SBoA) policies and procedures.
  9. Schedules, oversees, and coordinates facility events, the bar area, and concession stands.
  10. Resolves customer issues in a hospitable and efficient manner.
  11. Initiates and follows the correct procedure during emergency situations to include: weather, medical, etc.
  12. Assists the Maintenance Specialist (PT) and Janitor (PT) with general maintenance and cleaning tasks within the Dowling Athletic Complex.
  13. Assists the Dowling Athletic Complex Manager with any tasks related to pickleball and other activities within the Jean Shepherd Community Center and the Dowling Athletic Complex.
  14. Works with the College Bound program and students in the Parks and Recreation Department – Dowling Athletic Complex, as needed.
  15. Assists the Dowling Athletic Complex Manager in the preparation and maintenance of the annual budget for the bar area and concession stands within the Jean Shepherd Community Center and the Dowling Athletic Complex.
  16. Assists the Parks and Recreation Department employees with planning for and working at city-wide events, as needed.
  17. Communicates with and between all city offices/departments, the Dowling Athletic Complex Manager, and the Administrator of the Parks and Recreation Department, as needed.
  18. Attends all meetings, conferences, training sessions, etc., as required by the City of Hammond and the department.

Supervisory Responsibilities: Supervises volunteers, independent contractors, and employees who work in the Parks and Recreation Department – Dowling Athletic Complex to include: Assistant Hospitality Manager, Bartender(s) (PT), Server(s) (PT), the Concession Stand Supervisor(s) (PT), and the Concession Stand Attendant(s) (PT). Employee carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience: High school diploma or general education degree (GED); and/or Bachelor’s degree (B.S./B.A.) in restaurant and hospitality management, business operations, management, or related field is desired; and one year related experience and/or training; or equivalent combination of education and experience is required. Previous restaurant, bar, or concession stand(s) management supervisory experience is required. The ability to be bonded, Cardio Pulmonary Resuscitation (CPR) certification, Automated External Defibrillator (AED) certification, basic First Aid training, and ServSafe Food Handler certification within the first two-months of hire are required. Current Employee Permit with the State of Indiana Alcohol & Tobacco Commission (IATC) to serve alcoholic beverages is required.

  • Computer software skills required include: Microsoft Outlook, Word, Excel, and PowerPoint.
  • The ability to learn municipality-specific software within a reasonable timeframe is desired.
  • The ability to utilize a broad knowledge of management principles, practices and techniques to formulate and coordinate activities and functions with the City of Hammond is required.
  • A comprehensive understanding of restaurant, bar, and concession stand operations is required.
  • A comprehensive understanding of both federal and Indiana laws to include: ServSafe, and the sale of alcoholic beverages, etc. as they relate to restaurant, bar, and concession stands and related reporting is required.
  • The ability to operate and perform general maintenance on the bar area and concession stand equipment to include: popcorn machine, fountain dispenser, hot cheese dispensers, etc. is required.
  • A basic knowledge of rules, procedures, and processes related to basketball, soccer, and volleyball is required.
  • A comprehensive knowledge of Occupational Safety and Health Act (OSHA) rules and regulations with regards to material safety data sheets (MSDS), bloodborne safety, lock-out tag-out, proper lifting, the proper use of tools and machinery, etc. and the safety of employees, volunteers, independent contractors, and the public is required.
  • A comprehensive understanding of City of Hammond policies and procedures as they relate to facilities management is required.
  • A comprehensive understanding and knowledge of accounting and budgeting principles and practices and report writing, while paying close attention to detail is required.
  • A comprehensive understanding and knowledge of purchasing processes and procedures is required.
  • A comprehensive knowledge of all municipal operations within the City of Hammond is required.

While performing the duties of this job, the employee is frequently exposed to working near mechanical parts and electrical shock when working with bar, concession stand, or office equipment. The employee is occasionally exposed to fumes or airborne chemicals, toxic or caustic chemicals, extreme cold (non-weather), extreme heat (non-weather), and outdoor weather conditions when traveling to meetings and events. The noise level in the work environment is usually moderate to loud.

Personal Protective Equipment (PPE) required on a job site may include: safety harness, gloves, rubber steel-toed boots, safety glasses/goggles, hearing protection, hard hat, hair covering, protective coat, safety vest, and various respirators to include: dust mask, chemical cartridge, and/or supplied air, self-contained breathing apparatus (SCBA). The department will provide all PPE as required by the job.

The Parks and Recreation Department – Dowling Athletic Complex is open from 8:00 a.m. to 9:00 p.m., Monday through Friday, and from 8:00 a.m. to 5:00 p.m. on Saturday and Sunday, and this job may require work beyond these hours and on holidays, as needed. The job also requires that the employee be on-call and then called-in to work, as needed. The employee may be required to drive City of Hammond vehicles or their own vehicle to meetings and events. Thus, a valid driver’s license may be required and the employee must be able to be insured by the city.

Hiring will be done in accordance with Hammond City Ordinance #8620 as it pertains to the residency requirement.
Position will be posted internally only, from November 26, 2024 thru December 4, 2024. If the position is not filled internally it will be held open for external applications an additional ten (10) days. The position will remain posted until filled or no more than 10 days.
