Principal Function: The Facility Manager is responsible for the day to day operations of the Jean Shepherd Community Center (JSCC), special events at Dowling Park and other assigned properties in order to ensure that they are financially self-supporting through: staffing, scheduling, coordinating, supervising special events, food and beverage services, and overall facilities management while ensuring a quality user experience for all customers within the Parks and Recreation Department, and within the City of Hammond, and all other duties as assigned. Evening and weekend hours are required.
Essential Duties and Responsibilities: Duties include, but are not limited to:
- Schedules, coordinates, and supervises all city and private events held at the Jean Shepherd Community Center (JSCC), Dowling Park, and other assigned properties.
- Acts as the onsite contact for facility users and customers and for the coordination of contractors for various facility improvements.
- Resolves customer issues in a hospitable and efficient manner.
- Tracks and maintains records of activities and attendance of all events held within the Jean Shepherd Community Center (JCSS), Dowling Park, and other assigned properties in order to evaluate use for the future.
- Ensures that employees who work at the Jean Shepherd Community Center (JSCC), Dowling Park, and other assigned properties are maintaining those properties to meet the goal of a quality experience for all customers.
- Oversees the marketing plan and social media platforms for the Jean Shepherd Community Center (JSCC), Dowling Park, and the other assigned properties.
- Responsible for rental of the PNW fields and prepares the field use agreements, receives proper insurance from renter and coordinates field gates, concessions and restrooms are open for events and closed after.
- Coordinates sponsorship opportunities for the Jean Shepherd Community Center (JSCC), Dowling Park, and the other properties with local businesses and community members.
- Recommends rules and procedures for registration, maintenance, and all other necessary requirements including recommending fees for guests, facility use, and membership costs with approval of the Board of Park Commissioners.
- Works with the Police and Fire Departments and schedules their employees to work at the Jean Shepherd Community Center (JSCC), Dowling Park, and the other assigned properties for special events.
- Coordinates with the Special Events Coordinator to assist with special events to include: 219 Day, Festival of the Lakes, and other special events.
- Orders supplies, materials, equipment, and uniforms for the Jean Shepherd Community Center (JSCC), Dowling Park, and the other assigned properties.
- Ensures that all permits for operation have been completed, submitted, and are up-to-date to include: alcohol, retail, kitchen, heating and cooling, etc.
- Completes all incident reports and reports as required in accordance with the Occupational Safety and Health Act (OSHA).
- Ensures that the bars and concession stands are clean, have working equipment, are properly staffed, meet all ServSafe requirements, and are open and ready for business during special events.
- Manages all operations related to special events to include: bartending, concessions, retail outlets, and facilities.
- Assists the Controller’s Office with preparing and securing the cash register drawer(s) for change, handling money by operating and balancing the cash register drawer(s), preparing and making the daily deposits, and securing petty cash.
- Assists the Controller’s Office regarding credit card purchases and payments abiding by the City of Hammond and Indiana State Board of Accounts (SBoA) policies and procedures.
- Prepares, implements, tracks, and then manages the annual budget for the Parks and Recreation Department – Jean Shepherd Community Center (JSCC), Dowling Park, and other assigned properties.
- Plans, develops, and implements facility maintenance and capital improvement projects within the Jean Shepherd Community Center (JSCC), Dowling Park, and other assigned properties.
- Assigns specific tasks to College Bound Volunteers, Community Services Workers, and/or volunteers, to perform work to meet the department’s goals.
- Develops, initiates, and follows the correct procedure during emergency situations to include: weather, medical, including and building action plan for emergencies.
- Files disciplinary paperwork according to state laws, and city procedures and sends copies to Human Resources Department to be filed.
- Attends all meetings, conferences, training sessions, etc., as required by the City of Hammond and the department.
Supervisory Responsibilities: Supervises volunteers, independent contractors, and employees who work in the Parks and Recreation Department – Jean Shepherd Community Center (JSCC), Dowling Park, and other assigned properties to include: Clerk (PT), Janitor (PT), and Building Maintenance Specialist (PT), and temporary employees to include: Bartenders, Concession Stand Attendants, Retail Attendants, etc. Employee carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience: High school diploma or general education degree (GED); and Bachelor’s degree (B.S./B.A.) in hospitality management, fitness or sports management, facilities management, or related field is required; and three years related experience and/or training; or equivalent combination of education and experience is required. Previous parks and recreation management, or facilities management experience is preferred. Previous supervisory experience is required. The ability to be bonded, Cardio Pulmonary Resuscitation (CPR) certification, Automated External Defibrillator (AED) certification, and basic First Aid training are required. Current Employee Permit with the State of Indiana Alcohol & Tobacco Commission (IATC) to serve alcoholic beverages is required. ServSafe Food Handler certification within the first two-months of hire is required.

While performing the duties of this job, the employee is frequently exposed to working near mechanical parts and electrical shock when working with office equipment. The employee is occasionally exposed to outdoor weather conditions when working outside at special events, or when traveling to meetings. The noise level in the work environment is usually moderate to loud.
Personal Protective Equipment (PPE) required on a job site may include: safety harness, gloves, rubber steel-toed boots, safety glasses/goggles, hearing protection, hard hat, hair covering, protective coat, safety vest, and various respirators to include: dust mask, chemical cartridge, and/or supplied air, self-contained breathing apparatus (SCBA). The department will provide all PPE as required by the job.
The Parks and Recreation Department – Jean Shepherd Community Center (JSCC) is open from 7:00 a.m. to 9:00 p.m., Monday through Friday, and 9:00 a.m. to 5:00 p.m. on Saturdays and Sundays. This job will require work beyond these hours and on holidays, as needed. The job also requires that the employee be on-call and then called-in to work, as needed. The employee will be required to drive City of Hammond vehicles or their own vehicle to meetings and events. Thus, a valid driver’s license is required and the employee must be able to be insured by the city.
