Notice is hereby given that the City of Hammond, Department of Community Development, will hold a public hearing on March 26th at 4:30 p.m. in the Council Chamber, Second Floor, City Hall, 5925 Calumet Avenue.
Pursuant to the United States Department of Housing and Urban Development (HUD) regulations, the City of Hammond annually prepares and submits an Annual Action Plan to HUD that describes the resources available and the proposed use of those resources to meet the community development, affordable housing, and homeless priority needs as outlined in the City’s Five-Year Consolidated Plan 2022-2026. The Annual Action Plan and Consolidated Plan address how the City will use Community Development Block Grant (CDBG) funds, HOME Investment Partnership (HOME) funds, and the Emergency Shelter Grant (ESG) funds. Both the Annual Action Plan and the Five-Year Consolidated Plan are available for review at the City’s Community Development office, located at 5925 Calumet Avenue, Suite #315 in Hammond, Indiana.
The purpose of the public hearing is to receive public comment on the following proposed changes to the budget of CDBG funds. The City is proposing the following changes:
- Reallocate $330,000 proposed for 2023 Infrastructure/Facilities. The identified project will not begin to incur costs late 2024 and is expected to receive funds from the 2024 allocation. In order to make more timely use of funds, $330,000 will be reallocated to 2024 Demolition/Clearance.
Changes to the Annual Action Plan will be available to the public for review and comment from March 20, 2024 to April 5, 2024, at the City’s Community Development office located at 5925 Calumet Avenue, Suite 315, in Hammond. The City of Hammond encourages citizen participation in the Consolidated Plan grant management process. Please submit all written comments to Mrs. Owana J. Miller, Community Development Director, at the City of Hammond Planning and Development department, 5925 Calumet Avenue, Suite 315, Hammond, IN 46320.
